In order for Chile to become a developed and updated (modernized) country, as it is today, a group of important professionals participated proficiently in designing and applying successful public policies. In 1990, they formed the "Instituto Libertad y Desarrollo", a private institution completely autonomous (independent) from any religious, political, financial or governmental group which is committed to researching, analyzing and studying public matters. With a view to political and economical freedom, the Institute, has published this book with the financial support of The Center For International Private Enterprise (CIPE), because it is convinced that it can contribute through ideas and analyses to public decision-making processes. For some years, Chile has applied a free trade economic policy and, has introduced modifications which allowed private enterprises to become involved in non-traditional areas, such as insurance, health care, education, city halls, electric power, telecomunications and transportation. The Project's primary purpose is to communicate the experiences, in order to strengthen free market economies and private enterprises, both in Chile and in order countries.
